Do I need finished artwork?

No. A clear concept and reference link are enough for an initial inquiry. Only share material you are authorized to discuss.

Does the form confirm that the drop will be made?

No. It begins a review. Any responsibilities, pricing, approvals, timing or other terms would need separate written confirmation.
